Otogakure

Otogakure, called Oto for short, was a village founded for the express purpose of collecting ninja for experiments and a quest to gather all jutsu. In actuality, Oto is not really a village, but a group of hideouts and bases scattered throughout the Land of Sound. Although it still stands, it has settled in more as an actual village, and it's purpose died out after the creation of a main village to all the bases.
